Thousands of federal lawyers left their jobs by choice or by force in 2025

The ABA Law Journal recently featured Senior Counsel David H. Wetmore in an article examining the growing departure of federal lawyers—by choice or by force—through 2025. The piece highlights broader concerns about turnover within the federal legal workforce and its impact on the justice system.  

Wetmore, who previously served as Chief Appellate Immigration Judge for the Board of Immigration Appeals, shared his personal experience after receiving a termination notice from the administration. “There was no reason given,” he noted—underscoring concerns about transparency and due process in recent personnel actions.
