The Gold Card Visa Program

On September 19, 2025, President Donald Trump issued an Executive Order establishing the Gold Card visa program, overseen by the Secretary of Commerce (in coordination with Department of State and Homeland Security). The program is designed to attract and prioritize foreign entrepreneurs, investors, and business leaders capable of making a substantial financial contribution to the U.S. government. Eligible individuals may qualify for expedited immigrant visa processing by donating $1 million individually or $2 million through a sponsoring corporation or entity, to the U.S. Department of Commerce. These gifts are to be treated as evidence of eligibility under existing law for “exceptional business ability,” “national benefit,” and “national interest waiver” visa categories.

The  Secretary of Commerce, the Secretary of State, and the Secretary of Homeland Security has 90 days to take all necessary and appropriate steps to implement the Gold Card program.
